Water Loss Abatement Policy

Eligibility and Coverage

Customers must enroll and pay the annual fee to receive coverage. The program provides a credit of up to $600 per enrolled account during the coverage year for qualifying water loss caused by leaks on the customer’s side of the meter.

Credits do not cover filling a pool, leaving a faucet or hose running, or other intentional water use that is not caused by a leak.

The policy is available to the account holder or landowner of a residential service with a 5/8-inch through 1-inch meter. Existing customers must enroll by December 15, 2026. New owners or tenants may enroll during the coverage year; the enrollment fee and maximum available credit will be prorated. Their coverage begins when the completed enrollment and payment are received and does not apply retroactively to an earlier leak or water loss. Enrollment fees are nontransferable, and no refunds will be issued once an account is finalized.

Rental Properties

Landowners may enroll rental properties if the tenant declines coverage. Coverage applies separately to each water tap and follows the service address regardless of tenant occupancy during the coverage year. The same program requirements and limitations apply.

Repairs and Claims

The account holder or landowner remains responsible for locating and repairing the leak and for all inspection, labor, material, and repair costs.

The customer must notify the District Office when a leak is discovered and again when repairs are completed. Notice and repair information must be provided within 60 calendar days after the date of the first bill reflecting the water loss. Once that bill has been generated, the customer must contact the District Office to request the Water Loss Abatement credit.

After Le-Ax verifies the leak and applies the credit, the customer must pay the account’s average monthly bill. Average usage will be calculated using the previous 12 months of billing history. If 12 months of history are unavailable, Le-Ax will use the available account history or other comparable information.

Water Loss Abatement credits cannot cover late fees or penalties. After the maximum credit has been reached, the customer is responsible for all additional charges and water losses for the remainder of the coverage year. Le-Ax may require proof of repairs, including invoices, receipts, photographs, or other approved evidence.
